Offering shelter and support for individuals transitioning from substance use treatment
In June 2025, Homeless Solutions launched the Recovery Shelter Program, dedicating 15 shelter beds to adults recovering from Substance Use Disorders (SUD).
The Recovery Shelter Program offers a three-pronged approach to helping those in recovery achieve long term housing stability:
Immediate Access to Safe Shelter & Healthy Meals
Male and female beds are reserved year-round for this program within HSI's existing shelter facility in Morris Township. With a maximum length of stay of 4 months, this program utilizes a harm reduction approach to services in a low-barrier environment.
Specialized Housing Case Management Services
Participants in the Recovery Shelter Program will receive specialized Housing Case Management services by a state-designated SUD provider for their entire shelter stay and after transitioning into permanent housing.
Permanent Housing Subsidies
Recovery Shelter Program participants will have access to permanent housing subsidies through the Department of Mental Health and Addiction Services that can be used anywhere in New Jersey utilizing FMR's (Fair Market Rent).
What Are the First Steps to Entering the Recovery Shelter Program?
- In order to qualify for the RSP, individuals must:
- Be at least 18 years old
- Have a history of substance abuse OR be actively using substances
- Be homeless or will be homeless upon discharge from a treatment facility
- Be able to safely reside in a congregate setting
- Referrals are accepted for/from individuals living or receiving treatment in the following North NJ counties ONLY: Bergen, Essex, Hudson, Morris, Passaic, Sussex, Union and Warren.
- A referral form must be completed and submitted to RSPReferrals@hsinj.org.
