Homeless Solutions Launches New Shelter Program for Adults Recovering from Substance Use Disorders

transitioning from treatment
Morristown, NJ — Homeless Solutions is pleased to announce the launch of its new Recovery Shelter Program, which opened on June 1, 2025, to provide safe and supportive shelter for adults in recovery from substance use disorders. Located within Homeless Solutions’ emergency shelter in Morris Township, the 15-bed program will serve individuals from across Northern New Jersey who are working toward long-term housing goals and need a stable, nighttime residence, access to daily essentials and continued recovery support in order to make progress towards their permanent housing goals.
Funded by the New Jersey State Opioid Settlement in partnership with the New Jersey Department of Human Services Division of Mental Health and Addiction Services (DMHAS), this new program addresses a critical need for housing and recovery services across the region.
Priority will be given to individuals being discharged from residential substance use treatment programs in Northern New Jersey, followed by referrals from outpatient treatment providers and community-based organizations serving people in recovery experiencing homelessness or housing insecurity.
Participants in the Recovery Shelter Program will receive personalized case management services from state-designated providers and will have access to permanent housing subsidies funded through NJ DMHAS, providing a pathway toward long-term housing stability and sustained recovery.
“In 2024, nearly half of the adults who utilized Homeless Solutions’ shelter services had a history of substance use disorders,” said Shannon Muti, Director of Programs & Services, at Homeless Solutions. “We’re incredibly grateful to the County of Morris and the State of New Jersey for investing in solutions that recognize the significant intersection between homelessness and addiction, and creating pathways that address the full scope of what people in recovery need to achieve long term housing stability.”
This program builds on Homeless Solutions’ success using Opioid Settlement funding from the County of Morris in early 2025, which enabled the organization to provide 450 nights of shelter to 10 individuals in recovery in just the first quarter of the year.

The Recovery Shelter Program exemplifies Homeless Solutions’ mission to offer “A Hand Up, not a HandOUT” by removing systemic barriers and expanding access to safe, supportive housing for individuals working towards recovery and stability.
